Notice to the Market – BR-163/MS – Winning proposal

São Paulo, December 20, 2013 – CCR S.A. (“CCR”) (BM&FBovespa:CCRO3; Bloomberg:CCRO3BZ; Reuters:CCRO3.SA), pursuant to CVM Instruction 358, hereby informs its shareholders and the market in general that, on this date, the Commission responsible for the Bid that is the object of Bid Notice 05/2013 (“Auction”), promoted by the Federal Government through the National Ground Transport Agency (“ANTT”) declared the winning proposal submitted by Companhia de Participações em Concessões (“CPC”) regarding the concession for the recovery, operation, maintenance, conservation, implantation of improvements and expansion of the capacity of the stretch of the BR-163/MS highway in Mato Grosso do Sul, extending for 847.2 kilometers (“BR-163/MS”). It is now awaiting the adjudication of the CONCESSION.

The CONCESSION will have a term of thirty (30) years as of the Date of Assumption (signature of the Term of Inventory and Transfer of Assets), as envisaged in the respective Bid Notice (“CONCESSION AGREEMENT”).
